The Drain operation allows the consensus key to transfer the free balance of the baker. Under adaptive inflation as I understand it, the entirety of the baker’s balance will be bonded at all times and there would be no free balance to speak of. Therefore the drain operation would have no effect and could potentially be removed.
With this in mind, I think we should focus our energy on building adaptive inflation and putting it to a toggle vote instead of this.
