Announcing Octez v23.0~rc1

:megaphone: Octez v23.0~rc1 has been published!

Octez v23.0~rc1 is the first candidate for Octez v23.0. If this release candidate proves to be stable, it will be released as version 23.0.

We invite you to test this release candidate on the Ghostnet or Seoulnet test networks, and to report any issues on the tezos/tezos project on Gitlab, or on Tezos Discord, so that they can be addressed in time for the release of v23.0.

Protocol support. This release candidate introduces a new version (V15) of the protocol environment. As a result, Octez version 23 is the first version compatible with all protocols that require this environment, such as the Seoul protocol proposal.

Octez-baker. Starting from v23, the octez-baker executable is released.

This binary is a protocol-independent that dynamically selects the appropriate baking process based on the active protocol.

The baker client named with protocols, for instance octez-baker-PsRiotum or octez-baker-PtSeouLo, are still released, but they will be deprecated in an upcoming version.

BLS support. Version 23 contains client commands and node RPCs that support Tz4 delegates and native multisig, both of which are part of the Seoul protocol proposal.
