A proper vote can not be made until bakers know if Qena42 will be deployed with or without UAPO.

If approved during the exploration period, it will be implemented with UAPO

My meaning is that it will prevent flooding our governance process with lots of low quality high noise proposals and suggestions. It’s good that it takes some effort to get a proposal in, imho. 
From what I can gather about the XZ sabotage it was more of a social engineering / trust exploitation than a sybil (flooding) attack? Or am I getting my terms wrong?
