Releasing version 9.6 of Octez

Version 9.6 of Octez has just been released.

This version increases the delay after which the endorser gives up on endorsing to 1200 seconds (previously 110 seconds), to prevent an issue where blocks that arrived too late were not endorsed at all, causing the next block to also be produced late.

The Git tag for this release is v9.6 and the corresponding commit hash is af8891d9a11fe9e96dd4e0d6a54f095ca4d6f23b . Branch latest-release now points to this new tag.

Note for v10.0~rc1 and v10.0~rc2 users: the fix will be added to the next release candidate (10.0~rc3), but if you want, you can already checkout branch v10-release , which is v10.0~rc2 plus the fix. Octez 10.0~rc3 should be published next week.
