TZIP 29: Scale Adjustable Token (SAT) Standard

Hi all,
I created a new TZIP for an I/O standard for dApps/developers for handling and display of this new token format. The idea is that scale adjustable tokens could be useful to maintaining peg and can serve specific usecases. Your feedback is appreciated.
